He's a player but he says he "loves" me?

There's a lot to say. So let's call him A. I've been played by A once where we actually got to 2nd base but never to 3rd. He got mad about that and stop talking to me. A month later he decides to talk to me again. He tells me he stopped hooking up with girls and wants to hangout at night. I tell him no. But he refuses to take the no and drive to my house and begs for me to come out just so he can ask me out. But everytime we hangout he always tries to get to 3rd base and I end up getting hurt so I denied him. He then keeps asking and asking me to be his girl. Then one day he says "I love you" but I don't know if he means it because he plays a lot of girls. He wants to hangout right after he comes back from myrtle beach. But he always wants to hangout at night. I some what have a feel that he's playing me/using me for sex. What do you guys think? Is he using me or does he truly means it?
